Extra-Provincial

Below, please find requirements for a member of another provincial body or an extra-provincial member to provide or offer to provide public practice services in BC.

National Context

It is recognized that extra-provincial licensing should be nationally harmonized to the extent possible, subject to provincial legislative and regulatory differences. Pending a national policy determination, CPABC extra-provincial licensing and registration requirements are set out below.

  1. Firm based in another province opens a physical location in BC
  2. Firm based in another province has no physical BC office but offers or provides services in BC
  3. Multi-province firm has an authorized practising office in BC but services are being provided by individuals who are members of another provincial body and are licensed by that body

  1. Firm based in another province opens a physical location in BC
  • This is regulated like any other CPABC firm
  • Any partners resident in BC must be CPABC members and must be appropriately licensed
  • If no partners are resident in BC, at least one partner must apply for and be granted CPABC membership and must be appropriately licensed
  • The firm will apply for registration of an authorized practising office
  • The firm will be subject to the usual CPABC practice review program
  • Full firm, licence and incorporation fees will be payable
  • Any non-resident CPABC members will pay member dues at the non-resident rate

  1. Firm based in another province has no physical BC office but offers or provides services in BC
  • Any members offering or providing services in BC must apply for and be granted a CPABC membership
  • This/these CPABC members must apply for and be granted individual extra-provincial licence(s)
  • This/these licences will be in a category(ies) equivalent to the category(ies) held in the home province
  • The firm will apply for registration as an extra-provincial firm in BC
  • The firm will be subject to practice review in the home province and will provide CPABC with copies of practice inspection results
  • Annual confirmation will be obtained from the home province with respect to the licensed member(s)’ good standing
  • Public practice licence fees will be at the reduced extra-provincial rate
  • The firm will not be subject to billing as no member levies will be payable
  • Any non-resident CPABC members will pay member dues at the non-resident rate 

  1. Multi-province firm has an authorized practising office in BC but services are being provided by individuals who are members of another provincial body and are licensed by that body
  • If an extra-provincial member with a multi-jurisdictional firm that is registered in BC is providing services in BC and is appropriately licensed for the services by his/her home provincial body, the services are deemed to be provided through the BC firm and no further licensing is required for the extra-provincial member.
